Fear of toxicity - Advice needed

Hi everyone, my family (including an 8 month old baby) and I live in a condo on the third floor.

There seems to be an exhaust pipe coming out of a propane heater for the large underground parking for the entire compound, a few feet away from our bedroom windows.

We’ve been living here for almost a year. I lately began noticing a toxic smell entering our apartment even with the windows closed, specifically from the bedroom side. The smell mostly correlates with whenever the exhaust pipe emits smoke. It stinks outside also when this happens.

I got a commercial air quality monitor and found that the smell correlates with the air quality worsening significantly. And we become stuck in a situation where we cannot open windows to ventilate as the smell goes in directly to the house.

We have a CO detector that was never triggered.

Building management is being very slow in addressing the issue. Im basically wondering if this is a fixable issue (maybe a filter change or something) or if I should move out?

Can anyone offer advice on the matter?
