The shout at the end of Hazards of Love Part I

So I have always been curious about the shout at the end of The Hazards of Love part 1. I have seen the previous posts here, but I do not know if I agree.

I have always felt like it was someone shouting "Happy Birthday Houston", so maybe its an inside joke among the band, which is why Colin has stated it was a random person shouting or something about it being German (it does not sound like German)
