Frozen birthday cake colour help

I have to make a frozen cake for nieces bday ( sponge and buttercream icing).

What's the best way to achieve that frozen icy blue colour?

I just experimented with cupcakes and the blue colouring I have in the cupboard, but it's not gonna cut it.
