Where is the prime place to level up?

Im trying to level up to get all the elements, Im trying to figure out where the best place is to level up and thought Id ask for opinions. I’ve tried campus 4 and sunset island on and off(and i’ve tried to try art class but for me it’s always empty?), but if there’s a better place please let me know!!
