A question about reincarnation

I wanna start off by saying I am veryyyyy new to reading about Hinduism so please forgive me if I make any social faux pas !!! My question is :

I’ve always heard that with reincarnation if you’re good you come back with a good life and if you’re bad you come back as like a bug or something but I never thought about it this way before :

In YOUR opinion or personal knowledge what happens to animals especially the “bad “ kind like the “punishment life bug you came back as”—- like do you believe everything that you can be reincarnated as has the capacity to rack up good or bad karma like if you’re a punishment bug you have the choice to be mean and like annoy people or just be a good little dude until you die then you’re judged again and sent back ORRR do you believe animals or at least punishment bug level brain power beings just automatically come back as a person with a clean slate to try again when they die since they don’t have enough sentience to know good from bad?

I’m so sorrry if that’s worded confusing !!
