Does the location of where you are signing up for a race matter?

Did location of your signup (for the NY Hyrox race) matter for placement on the line to sign up for a race? I joined the line from outside of NY (in VA) at 10 AM and was relegated very far down the line to 27K. Could not get a ticket for mixed doubles.
