Help with wife's TLF forgiveness amount

My wife got her TLF forgiveness approval back today, but it was only for $5000. She's been a teacher for a decade split between 2 school districts, both Title 1 schools. The 2nd school she's been a Spec Ed teacher for the last 5 years. She thought Spec Ed teachers were eligible for a higher amount, anyone have any insight or tips on how to try and get more, or is it too much of a uphill battle with the current state of things.
