Aggressor loses firefight, tries to turn lobby against victor?

Is it common for people, while bleeding out, to lie on proximity chat about you being the aggressor?

Context: I'm a self admitted care bear. 0 KO's in 56hrs+ with dozens of revives. I've been killed a handful of times (mostly no Stella), so now I exercise a bit of caution.

I was running past a dude on Stella and did my usual "Hello, hello!". Other guy keeps his gun out and turns towards me. I get a little suspicious so I drop down a floor. He follows. I pull my gun out and take cover behind a pillar. He gets closer and shoots once, hitting the pillar (ferro). With my IRL adrenaline spiked, I unload on him and the flare goes up. I've never been in this position before and at that moment I dunno what to do, so I mentally freeze.

Dude starts crawling away and saying that I'm not friendly and that I attacked him and now there's other nearby raiders who are like "wtf? who's not friendly? that's not cool!" Ofc it's unclear if they understood/accepted my rebuttal, so I just run.

Later in that raid, I'm looting at the open air train area and start getting shot at. After a bit of a chase and a firefight, I kill the guy in a nearby room. This time I KO him right away (my first one ever). I wasn't sure if it was the same dude or not. It was definitely a rush, but felt a bit unnatural...
