How do I import a conversion from GA4 into Google Ads?

I'm trying to import a conversion from my GA4 into my Google Ads. I have it saved as a key event. I've been watching every tutorial I can find, but it seems that google has recently updated how to do this and I can't find a tutorial with the new way.

Every tutorial says to click on

Goals - Summary - New Conversion Action - Import

But what I'm seeing is

Goals - Summary - CREATE Conversion Action - and then no option to import anything

I have no idea what to do from here please help!
