Questions of a coming international student

Hi, I will be coming to the Lappeenranta campus this year as I have deferred my studies from last year and got a residence permit that will be starting at August this year. I am wondering about the part time job situation in Lappeenranta. I know that it is currently hard to find jobs in Finland. Due to the size of Lappeenranta it might be harder. Please, correct me if I'm wrong.

I know to get jobs learning the Finnish language can boost the chances. However, at present job market, would it make significant difference if I learn the language at a beginner level before coming? On the other hand, I have skills in web development and programming. Will it be handful to build a solid portfolio with these skills for getting part time jobs in Lappeenranta? Is there a demand for these skills there currently? I am also thinking about building an online presence with these skills for freelance jobs. I would be grateful for your valuable opinions to my questions.
