Should I file a noise complaint?

I’ve been living in my current apartment for about 6 months and it’s generally a quiet and pleasant environment. However, the tenant below me is quite literally moaning and groaning constantly. It happens at all hours of the day and is obnoxious. He’s an older guy, and I can hear him clear as day loudly moaning on a frequent, if not daily, basis for hours at a time. It makes it nearly impossible to live quietly in my apartment. I don’t necessarily feel comfortable knocking on his door and asking him to quiet down given the nature of the noise and me being a young adult woman. Is it acceptable to submit a noise complaint? My apartment building is small, so I don’t want to create any tension in the building. But it’s honestly unbearable and gross.
