Live Map not showing?

I get a lot of packages weekly that are NDA Saver, I always get to see a live map by 10am, it's nearly 12pm and it shows "Your package is on the way...

However we are unable to determine the exact map location at this time."

Could this mean it was put on the wrong truck? and no I do not stalk the truck, but once in awhile I like to see where in my general area it is when I'm not home
