Lens Focul Length Help

I'm looking to buy my first full frame camera and focul lengths are confusing me. I'm eyeing up a 24mm full frame lens (to go on said FF camera), and I have a 28mm APS-C lens on an APS-C camera. Which one will be more 'zoomed out'? I'm sorry if this has been asked a million times, Chatgpt and Google ain't helping 😅.
