Is it possible to downscale an Ai upscaled video while erasing all of the Ai artefacts?

There's a number of physical media films and tv series that I own that were originally 576p, others in 1080p - but the 4k's and Blu-rays have unfortunately upscaled them while using unsightly A.i generated effects.

I'm wondering if it is possible to downscale these modern versions of these videos back down to their native resolutions while eliminating the A.i - is this doable or would it simply be the case of the A.i remaining intact but at a lower resolution?
