How can I publish my own original comic at DC?

Hello. I am a short movie director, writer and also a visual artist. I have some comics I published and recently won the comic contest of my state. I don't know if all that counts to something, but I really wish my original Batman villain becomes canon. So, I am asking if someone knows if is it possible to submit my work for DC and then be able to make my story "real". In case of a negative answer, I will just create my own world for this villain I've made. It's a very complex character and I would never give up of them.
