Did the CS and the Dungeon have a partnership?

Reading the latest LN’s had me thinking. The CS was looking to blow up or down many floors of the dungeon and even summoned a Juggernaut to the 58th floor. What I find odd TS that the Juggernaut attacked the adventurers and not the monsters who caused the floor damage. Does that mean that the Dungeon and the CS have an understanding or am I overthinking things. Also let’s assume the whole boosted spell worked and multiple floors were obliterated. Would that spawn Juggernauts on every floors that had sufficient damage or would just the lowest floor spawn one.
