Guy took my driving license after minor accident and disappeared. What should I do?

Today while coming back from office on my Bullet 350, I accidentally broke only the side mirror glass of a Swift Dzire. I stopped immediately and told him I’ll pay for the repair. He asked for my driving license and I gave it to him.

The car looked like a company pick and drop vehicle and he was talking to someone on the phone, maybe the owner. He said we should go to a repair shop he knows, so he actually sat behind me on my bike to go there. The shop was closed. I told him we can check with any mechanic since it was just mirror glass, but he kept insisting I buy a full new mirror.

On a slope road he asked me to reverse, then he got down. I was wearing a helmet and didn’t realize he had stepped away. I went ahead to take a U-turn and when I came back he was gone and he still had my driving license. I rush to place where he Parker his car I panicked as i thought he must have stolen my laptop and iPad from my bag back and when I reached vehicle was not there but then I checked my laptop and iPad was there only. But he has my Lisence with him and ran away

I only took photos of the broken mirror, not his number plate.

Now I’m stressed. My bike is from another state, no NOC, no high security number plate. I’m not sure if filing a complaint will create trouble for me.

What can someone actually do with my driving license? Should I file a complaint and apply for a duplicate immediately?
