Are these people objectively bad neighbors or am I too sensitive

New neighbors moved in next door (renters) a while back and we live in a townhouse. So far:

They smoke MJ and cigs, can’t have my windows open and can’t enjoy my yard with the kids because they smoke all the time. Not only this, but if they smoke close to the vents, it comes into my home and makes my home reek like skunk. I’ve bought air purifiers, installed central AC so we don’t have to put one in the window, etc, and it still happens.

They also have 4 dogs that are extremely reactive and bark/charge at the fence when we are outside, bark for 10 minutes at a time at the wind multiple times a day right outside my bedroom window, and sometimes at night. Can also hear them bark through the walls for hours on end when they’re gone. (HOA limits dogs to 2 per household btw)

They also have a subwoofer on the shared wall which vibrates our living room sometimes

We’ve spoken to them very politely with no luck. Sadly I am being pushed out and will need to move soon and give up my amazing mortgage and interest rate. Sad how horrible people can ruin a good thing.
