SBA default

Hello! A client is in default with SBA loan (he did not disclosed that on the pre approval) and we are under contract with a FHA loan. Normally, how long does it take to make a new agreement with SBA? Will the New monthly Payment be added to the DTI?

If we change it for conventional, will the default be an issue as well? It is not showing on the credit report.
