Did the silence switch behavior change recently?

When I silence my iPhone 14 Pro with the switch on the side, it used to only silence incoming calls and notifications. But now it seems to silence Siri as well. I don’t get any verbal feedback when I ask Siri to set a reminder or a timer.

And on a related note, when I ask Siri to enable do not disturb, it turns the ringtone (and by extension Siri) volume to zero instead of just not letting notifications through. I can’t even hear if Siri responds to me because the phone effectively kills all volume.

Is there a way to change this behavior?
