18 year old with adults - can they order a drink?

My brother and I (in our 40s) are taking our 18-year-old niece to Korea this year. She will not be turning 19 this year. Will she be able to order a drink with dinner with us or go to bars with us? Not sure how strictly enforced the 19 age is.
