Can I use the Balboa parking permit under review?

I have a performance at Balboa Park today and need access to one of the level 1 paid lots. I sent in an application for half day level 1 permit last night, but until now it is not approved yet. Can I print out my application and put it on my dashboard, so I can use the level 1 lot later today? Will the parking enforcemenr staff recognize the permit that is under approval? Thank you.
