Would my friend qualify under C-3?

I am Canadian by descent through my great grandfather, however it just occurred to me a friend of mine might possibly qualify too. Their mother was born in China, immigrated to the US and became a citizen, and then roughly 10 years ago married a Canadian, moved there and is now a dual citizen. Would my friend (who was born in the US) qualify under C-3?
