Fender Player II HSS Strat Noisy Humbucker

I'm setting up a friend's brand new Player II HSS Strat and it's only silent in positions 2 and 4. The humbucker is pretty much just as noisy as the single coils. It doesn't seem like a grounding issue because it doesn't change when I touch the strings or hardware. I can't find much info on this online. Anyone else run into this?
