What are the best cheap digital art tablets and apps for beginners?

I've been using ibis paint on my phone for a while but I will be starting a project that requires more detail, so I would like a digital art tablet. Would it be better to get one that connects to my computer like a pad or an actual tablet, keeping in mind my price range is around 100-150$? Ideally I would like the device to last me for a while.

On my computer itself what are the best beginner friendly cheap/free apps to use. I downloaded Krita once, but got completely lost and confused on how to use it properly. I also have a Mac so half the apps don't work on my computer.
