Internship: phase II question…

If I interviewed with a site in Phase I, ranked them highly, but not match in the end, is it recommended to reapply to that site in Phase II if they have a vacancy? I would like to rank them highly a second time, but my worry is that they did not rank me at all in the first round which might hurt my odds in Phase II. Any advice would be appreciated!
