Can i print and use my hall ticket?

So my college isn’t giving me my hall ticket because i’ve not paid the fees yet, we’ve already paid 1l and due by some 10k. They still aren’t allowing me so can i print hallticket and use it? Will the staff at my exam centre check for the signature and stamp of college?
