Items from 1.5 still missing in shops while 2.0 are there

Hi,

Spoiler free,

When loading an old save and going back to previously visited vendors - items from 1.5 patch are still not available.

From the other side, there is a vendor who sells a staff from 2.0 patch and I visited her earlier.

I was able to find both 2.0 and 1.5 items in the wild, so I believe this is a bug.

Is there a confirmation from devs about this bug? If not, what is the best way to report it?

Thanks
