How the hell do you do gather intel for Cayo?

Now either I might be bad or it’s probably because I’m doing it for the first time but I’m finding the gather Intel is so hard to do. Every time I get on the bike I tried to avoid the people yet I still get caught and even when I go on foot I still get caught so either I’m a noob or it’s very hard.
