Water pooling in neighbours garden, what to do?

I started noticing pooling water in my neighbours garden since last November. I suspect this has been happening since before then, but I only noticed in November because of a massive rainfall. It's got me very worried since then as the water is close to my property and I'm concerned about the potential for damage. Facing their back door, my house is on the left. There is a bay window in my kitchen that is just inches away from the water.

I'm looking for advice on what to do. Would this concern anyone else here? What is my best recourse?

I've been documenting where possible. It's been causing me quite a bit of distress, I've been getting headaches and had trouble sleeping when it's raining. Every day I'm checking the weather report hoping that it won't rain. I feel like buying the house was a huge mistake and I would like to sell this year.
