Should I code everything on visual studio or also use neocities?

Hi all! This is a really silly question but I'm not too sure what the best course of action is currently. Should I finish the whole site first, then import it to neocities or should I import as I go?

How wack are my hrefs going to be when I swap over? The slight dread is real (I'm sure there's going to be a lot of converting links)

I'm mainly asking just to see what the most streamlined way of doing it is, if one way or the other saves time etc. thanks!
