AIB prevents sending money to Skrill account

Just wanted to send money to my own Skrill account, for an amount of 10 euro, and AIB just says I can't send money to that IBAN.

I never sent money to Skrill before, but since when AIB actually stops you from sending money to an account?

Skrill's bank account is JP Morgan Ireland and AFAIK they are a legal entity so I am not sure how AIB decides to block this transfer.

It just says call our bank and give error code 384 as ref.
