Is it easy to keep switching between United Quest and Explorer depending on travel needs? Can it be done more than once a year after the first year?

I’m planning to apply for Quest and I understand that I won’t be able to downgrade in the first year, but after the first year can I keep upgrading and downgrading as much as I want? Like twice a year if I decide to use points to book for example, or prioritize the lounge pass.
