HRE

Hello guys, I’ve been chosen as HRE Emperor for the first time since I started playing. Struggling to understand key mechanics of it and I’m not sure about what the sources of Imperial Authority are. I suppose Golden Bull is first main strategical plan for Empire and must be signed as soon as possible because it basically provides you with constant gaining IA, but how can I collect those 40 IA for Golden Bull adoption?
