what was the purpose of this motherboard

i have this motherboard from the early 90s its missing a chip and the cpu socket locks strange for me (first time i've seen one like that), and i have no idea of what type of OS would run in that or why does only has ISA slots (maybe bc PCI was just two months old), anyways i will be very happy if someone could find what was the prupose.
