PC keeps rebooting

Ive been having this issue for a few months now. some of the time when I start a video game my pc will reboot. When the pc reboots it will boot then when I log in it may repeatedly reboot on login. Everytime it reboots it flashes a black crash screen. Ive not been able to read it but it says something along the lines of "your device ran into a problem and could not be repaired. 0%"

I think the problem maybe a hardware issue. Last month I reinstalled windows thinking some of the windows files became corrupt. This fixed it for a very short period of time but now is back to the same amount of crashing.

While playing games rarely the game will begin to stutter and then reboot. (this is rare mainly because I cannot play too often due to reboots).
