Binocular action by pros

Can someone help explain to me the reasoning behind the bino action you see from a lot of pro and high level players? They seem to always start looking down and pan up very quickly, and they also tend to pop in and out while doing this mechanic in quick succession. What is the benefit of this and how is it done?
