Where to surrender a dog?

So this isn't for me but for my friend. She has to give up her dog due to moving in with family. The family previously ok'd her moving in with the dog but have now changed their minds and are determined the dog has to go asap. My friend is on the wait list for council property and also has a child whilst not working so moving out is not an option. She has contacted over 50 rescues and not one will take the dog due to separation anxiety and due to this being unsuitable for kennels. Short of abandoning the dog by tying the dog up outside a shop (which my friend absolutely does not want to do ) what options does she have? All major rescues have been contacted and small ones near and far too. The dog has been advertised on Facebook and various sites - no one wants the dog. She is in the south uk.
