'The word kosmos is defined in Strong's Concordance as "an apt and harmonious arrangement or constitution, order, government.
Since Jesus used the word meaning Pilate's "constitution, order, government" when he said "My kingdom is not of this world", His meaning was simple and clear in that context of Pilate seeking to sit in judgment of Jesus as the King of Jews. Jesus, was the highest son of David, the anointed king of Judea and His government had no treaties, contracts or covenants with Rome; therefore Rome or its proconsul or even its procurator had no in persona jurisdiction or lawful power to put Jesus on trial.
Pontius Pilate realized that he lacked jurisdiction and testified to that by the traditional form of washing his hands of the matter, basically dismissing the case. He then let the Pharisees judge the matter, choosing between Jesus of Nazareth and Jesus Barabbas who had threatened violent revolution against the established government of Judea.
Pontius Pilate defends Jesus as the King but Jesus had fired the moneychangers and disrupted the lucrative power structure of the temple. He would later officially proclaim Jesus the rightful king both to the Pharisees and to the world.'
