Buying used 2023? Maint history

I’m looking at a used Tiguan for a friend, and I’m looking at one that is just out of warranty, @52k miles, an SEL RLine, so it’s loaded. But at 47k miles, thecarfax shows an oil consumption test done, I presume before the warranty was up.

Will VW allow me to walk into service and get a copy of the service record, showing the results of the test? Is this a red flag that they may have had oil consumption problems?

Was there a year when the risk of oil consumption went away due to engineering changes? Thank you in advance for the insight, I greatly appreciate it.
