Does weapon level affect how much damage things like Carthus Flame Arc do?

Obviously the weapons base attack power will change if it's a higher level, but does a higher level weapon make buffs do more damage (multiplicative), or are they flat values?

NOT talking about the casting tool, but the weapon the buff is being cast on
