Worried momma

My 5 year old has recently started putting toys in his butt and while at his dads his step mom walked in on him and he was trying to put a toy in his brothers butt!! It’s one thing to do it to himself but another to try and do it to his brother. Is this normal behavior or are we looking at something more serious?
