Can Heating Elements be Fixed?

I bought the COSORI 12-in-1 Air Fryer Toaster Oven Combo 1.5 years ago and everything was working fine until 2 weeks ago when it stopped heating up. I can put on any setting for 45 minutes and I will hear the fan going on, but the heating elements will be cold to the touch. Any way to fix it?
