Help with map editing

I would like to make mod for Czechoslovakia. I know how to put provinces into different states, but the provinces alone have wrong shapes. How do I make the borders look closer to reality?

I tried paint.net and add a picture in another layer, but it never lined up.

How do people make mods with realistical borders??
