Is there a way to switch a pokestop and gym?

So there are a few pokestops near us and a gym. The two pokestops came first then the gym. I ask cause the gym is a fountain in the middle of a pond which is a good pokestop location but a bad place for a gym. One of the pokestops near by is a gazebo which would be perfect for a gym, shade and seats for raids. But like I said the fountain is the gym and the gazebo is a pokestop. Is there any way to swap?
