Two nitrous oxide bills are moving through the SC Legislature simultaneously. One restricts sales to minors. The other bans retail sales almost entirely. Here's the difference.
S.751 (Senate, Sutton/Ott/Zell; bipartisan) passed Judiciary unanimously February 18th. H.5202 (House, Teeple; Republican) was introduced the same day. Both are advancing.
S.751 is a regulatory framework; age restriction, flavored product ban, purchase limits, online age verification, SLED enforcement. H.5202 is a near-total prohibition with exempt entity carve-outs for medical, culinary, automotive, and industrial use.
I'm a survivor. Built the research site while in recovery. nolaughingmatter.net has seven documents tracing the full supply chain from Chinese manufacturing to SC retail if anyone wants the detailed breakdown.
