Can someone report Emma’s dog?

Just wondering, as we are all watching Emma ignore the fact that her dog needs a grooming. If she continues to post him looking neglected asf then wouldn’t that be a fair reason to report it to somewhere? I don’t know how this stuff works tbh but idk I just feel so bad for the lil guy! A hair cut shouldn’t be over 250 for such a tiny dog. Can she really not afford that? Or can Kayla not loan her the money? I have a shih tzuh and I know he’d hate it too if he was in the same situation as her dog so idkk
