Best titan pvp build?

Recently ive been moving on from my hunter, then to my warlock, and now to my titan for pvp. I havent had too good luck with any of the builds Ive been using on titan. I need the most annoying build that can induce inner rage into my enemies that also has some pretty good survival when I need to dip from a crowd. Ive tried peregrine grieves and khepris horn, but theyre either too weak or people counter them easy.
