is the lightspeed token max level character permanent unlock?

sorry for ignorant post, i was struggling to level characters past 40-50 to progress campaign and suddenly got this "lightspeed token" level 85 character for free (second brother) that just solos everything and i wonder if that is a permanent character unlock or like a special event or something
