Road closure - latest saga

I understand the service road is closed today through March 31. Anyone have any updates on exactly what is closed? is it the service road? It seems to have resulted in major traffic issues everywhere? I avoid EEH today altogether to go to Kanjurmarg, but that was hellish as well.
Anyone who has more details on this closure and map of where this is happening exactly?
